<p>              Pennsylvania is on the threshold of breaking new ground because of her Single Payer Universal Health Care initiative, HB 1660 and SB 300, which, if passed, will make health care available to every Pennsylvanian.</p>
<p>Health Care For All PA is taking this initiative to the next level, which I will explain shortly.</p>
<p>Meanwhile, the press ignores these Bills.</p>
<p>Meanwhile, the HighMark/Independent Blue Cross (IBX) merger is building its case.</p>
<p>Meanwhile, Governor Rendell plans to pass PA ABC which will cover only 200,000 Pennsylvanians, out of the 1.4 million who currently have no health insurance at all.</p>
<p>This will make a bad situation much, much worse here in the Commonwealth.</p>
<p>But no matter how media and corporate monopolies ignore the inevitable, we are heading toward Single Payer one way or the other.</p>
<p>Single Payer is publically funded while the Blues are privately funded.</p>
<p>The insurance companies compete against the for profit powers represented by Aetna and United and all the rest while Single Payer is designed for the public good.</p>
<p>One enriches shareholders and an elite few while the other is designed to provide quality, affordable health care for everyone here in Pennsylvania.</p>

<p>There is no doubt on the importance of skin care. The opinion on how-to (for personal skin care) differs from person to person. Some people believe that going to beauty parlours every other day is personal skin care. Many people believe that just applying some cream, lotion or something else to your skin, every now and then, will solve their problems. Then there are people who think that personal skin care is an event that happens once a month or once a year. Still others busy themselves with ‘personal skin care&#8217; all the time. However, personal skin care is not that complicated and neither is it that expensive (considering how beneficial it is). Personal skin care is following a routine or a procedure for attending to the needs of your skin.&#13;</p>

<p>HIPAA, Administrative Simplification (AS) provisions, defines rules and requirement on privacy and security practices of health care information. In Title II, the Department of Health and Human Services (HHS) outlines regulations for the use and dissemination of individual health care information.</p>
<p>These rules apply to covered entities, including health plans, health care clearinghouses, such as outsourced billing companies and community health information systems and health care providers that transmit health care information in a way that is regulated by HIPAA. [Code of Federal Regulations<br />Title 45, Volume 1]</p>
<p>The Privacy Rule establishes regulations for the use and disclosure of Protected Health Information (PHI). PHI is any information about health status, provision of health care, or payment for health care that can be linked to a person. <p>There is really nothing like a best skin care product. There really can’t be anything like ‘The best skin care product’, because skin care products work differently for different people (based on the skin type to some extent). A product that is the ‘best skin care product’ for one person might end up being the worst for another person. So, a more logical question to ask would be ‘What is the best skin care product for my type of skin?’. However, this still is not completely logical. We tend to segregate people into 4 groups based on their skin types – i.e. dry skin, oily skin, normal skin and sensitive skin. However, this classification is just too broad to be used definitively in determining the best skin care product. We can say ‘best skin care product for a dry skin’ or ‘best skin care product for an oily skin’ are better statements than just ‘best skin care product’. But really, that is what it is – ‘better’; still not accurate. </p>

<p>So, it really comes to rephrasing the question to – ‘What is the best skin care product for me’. Yes, this is exactly the question that you should be asking, and unfortunately there is no easy answer for this. Share as much information as is needed so that the doctors in the hospital or clinic will be able to attend to your symptoms properly. Keep a health diary. This diary will be the place to write down all of your symptoms, how they were treated and any medications that you have been taking. It is also important to record how you have responded to these medications. Tell the doctor about any therapies that you have undertaken. Your diary will help to pinpoint any recurring symptoms and help the doctor to diagnose you.</p>

			<content:encoded><![CDATA[<p><strong>Matching Emollient Neonatal Skin Care Product Selection With Changes in the Standard of Care</strong></p>
<p>The Evidence-Based Clinical Practice Guideline for neonatal skin care, including a Neonatal Skin Condition Scale (NSCS), has been validated by the Association of Women’s Health, Obstetric and Neonatal Nurses (AWHONN) and the National Association of Neonatal Nurses (NANN).  Within the Guidelines, the use of emollients is recommended for infants less than 32 weeks during the first 2-4 weeks.  For infants younger than 30 weeks, gestational age emollient use is recommended to reduce excessive transepidermal water loss (e-TEWL).   </p>

<p>Over a period spanning three decades, the handling of neonates has radically changed and the new guidelines highlight this growth and development.  However, this area of skin care has lagged behind.  One concern that remains is the issue of the toxic effects of ingredients found in water-based products like preservatives and fragrances.  While it is possible that these may be toxic, this article will present evidence that the current skin care products that contain petrolatum and lanolin may be more toxic and potentially harmful.  Further, using a product that is not preserved, yet occlusive, may in fact allow for microorganisms in colony forming units to multiply, thereby yielding systemic implications.  The purpose of this article is to further illuminate these issues and to allow for greater understanding and discussion.</p>

<p>Throughout the historic 2008 presidential campaign, much attention has been given to the personalities of the candidates. Many know that John McCain survived a horrific ordeal as a POW in Vietnam. Many know that Obama was raised by a single mother in Hawaii, who sometimes had to go on welfare to support her children. And many are now aware of Sarah Palin&#8217;s pregnant teenage daughter and the death of Joe Biden&#8217;s wife in an automobile crash over 30 years ago.</p>
<p>&#13;However, if you ask many supporters of Obama or McCain, very few can tell you where their candidates stand on such issues as health care. Consequently, 45 million Americans live without adequate health care.</p>
<p>&#13;Both presidential candidates plan to guarantee health care for all Americans.</p>
<p>&#13;&#8221;We now face an opportunity-and an obligation-to turn the page on the failed politics of yesterday&#8217;s health care debates&#8230;My plan begins by covering every American,&#8221; said Obama in 2007. &#8220;If you already have health insurance, the only thing that will change for you under this plan is the amount of money you will spend on premiums. That will be less. If you are one of the 45 million Americans who don&#8217;t have health insurance, you will have it after this plan becomes law. No one will be turned away because of a preexisting condition or illness.&#8221;</p>
<p>&#13;Obama believes not enough money is spent on prevention and public health, citing the obesity epidemic in this country.</p>
